Appendix A's parent POM now follows section 19's rule that every plugin version lives in the parent's `<pluginManagement>`, as the template's POM already did:

- `maven-compiler-plugin` takes its version from a new `maven-compiler-plugin.version` property.
- `maven-enforcer-plugin` is added to `<pluginManagement>` with a `maven-enforcer-plugin.version` property.
- The enforcer also requires Maven 3.9 or newer (`requireMavenVersion`), the "Maven too old" check section 19 lists.

No rule changes since 2026.10 (prose, examples or formatting only).
